Development length is an approach from linear design/dimensioning, which does not make much sense in fully nonlinear analysis. In ATENA, you can consider the steel-concrete bond properties by defining the corresponding bond law and applying it to the bars. Then, you should see how the bar stress increases from the end (of course, only if the end is not anchored) or near a crack in the postprocessor.
I was very curious to find whether ATENA engineering considers development length of the bar, as I am trying to model a Prestressed Concrete beam...?
